Curtis L. Garner is a technology and financial private equity professional with more than 30 years of leadership experience spanning government, financial services, consulting, information technology, investment analysis and organizational transformation in the U.S. mainland, throughout the U.S. Virgin Islands and the Caribbean.
Core competencies include, but are not limited to, private equity financial analysis, relationship management, IT strategy, infrastructure design and delivery, cybersecurity oversight, risk and change management.
Curtis is a graduate of Clark Atlanta University with a Bachelor of Arts degree in Accounting.
Curtis has served in several executive and senior management functions with the USVI Government and Deloite Consulting, LLP, as a Director in their Caribbean practice where he worked with the Partners to strategically shape and grow the Consulting practice with particular focus on business development, client relationship management, program management and technology delivery services to both public and private sector clients. Curtis helped Deloite’s clients solve their most difficult challenges, realize their greatest opportunities, to make a lasting impact that maters. He was also appointed to serve as group Performance Management Champion and Confidential Information Data Program Manager. Prior to joining the Caribbean arm of Deloite Consulting, LLP, Curtis led multiple business and technological transformations for both public and private sector financial institutions.
Selected Experiences
Dominican Republic: served as Project Planner for Deloite client JMMB to support their opening of a new business unit in the Dominican Republic in an extremely regulated government pension environment. Successfully planned the project while managing a team of fourteen resources while navigating through difficult key stakeholder relationships. Conducted the project steering commitee meetings, advising key stakeholders on project progress, challenges, and solutions. Led project team meetings to identify critical success factors and key performance indicators.
USVI: Technology: Project lead at GERS for $11M new line of business application. Managed internal and external resources to successfully complete PMO and project tasks. Oversaw the development of new policies and procedures to support operations and provided oversight of training, planning and delivery. Collaborated with stakeholders across the organization to define how the new services would operate. Served as Deloite’s local relationship manager with USVI Tax Assessor.
USVI Private Equity: Curtis successfully served two distinct roles with tax-advantaged private equity firms located in the USVI. One as a buy-side analyst and the other as Accounting Manager. In these roles, Curtis worked directly with C-suite individuals, investment bankers and brokers regarding potential financial investments and investment accounting, regulatory compliance, AML, tax reporting and KYC issues.
